The U.S. Virgin Islands Constitutional Convention (VICC) has withheld public access to its public opinion survey concerning public attitudes toward its work. Under USVI Senate guidelines, approximately half of VICC’s budget was allocated for PR to support its work. Ultimately, that report will have to be made public. But it’s not clear when VICC will choose to do so, or even if it would do so if a formal public records request for the report were submitted. It’s also possible that VICC will only share selected findings from the report: see Public Support, Limited Awareness: Virgin Islanders’ Views of the Sixth Constitutional Convention, Center for Racial Justice, March 6, 2026.
